Why one SMS is charged as several: characters and segments

Short answer

One visible message may contain several billable SMS segments. Common limits are 160 units for single-segment GSM-7 and 153 per concatenated segment, or 70 and 67 for UCS-2. Check the final text, encoding and provider tariff: visible letter counts are not always sufficient.

Key verification: Compare a test message’s encoding, segments and actual charge without inferring delivery from billing.

Sources and limitations

A bill showing two units for one confirmation does not establish duplicate sending. A carrier may split a long text into segments the phone displays together. Start with the exact sent text, including links, variables and characters replaced by the editor. Retain a test-data sample rather than customers’ private messages.

Visible length and encoding are different

Twilio’s technical documentation explains GSM-7 and UCS-2 limits and their reduction for concatenation. Extended-alphabet characters consume additional units, and characters outside the repertoire can change encoding. The example uses simple characters to make the count reproducible. A real template can add a long name and link, or an emoji changing its encoding. Review the longest expected version of each template and retain its segment count; do not test only messages with every variable empty.

Cost acceptance worksheet

Record template version, final test text, observed encoding, units, destination, sender and applicable tariff. Estimate cost as segments times unit price, adding charges identified by the contract. If it differs from the receipt, request the billed-unit breakdown. Do not remove necessary information or degrade language just to save one segment without checking comprehension.
